There is a certain amount of logic in that. If you are in thick fog and put on high-beams all you get is the high beams reflected back (i.e. brighter fog!) - high-beams are pretty useless in that situation and so having fogs which shine at a lower level and at a different angle are more use. And of course you shouldn't be using your fog lights if it is not foggy.
