The Cuban government of Fidel Castro offered to buy land from landowners for a fair price before eventually nationalizing their land by force. As far as I know, very few actually took the government up on their offer. Most refused.

Slaves were looked at as property back in 1860. While today it sounds like a nice idea, it would not have worked as most slave owners would have refused to sell.
