A repainted or re-polished section will vary quite a bit. The reading will be much higher (as the repainted section is thicker and thus not uniform with the car.

Sounds to me like it was damaged in transit from the VPC to the dealer. Or it was an accident on the dealer lot.
Easiest way to find out if there was anything done to the car at the VPC is to have the key read in the Service Advisors terminal. Make sure he shows you the read out screen. Any repairs done at the VPC will be listed. One of my wife's cars had the front bumper replaced at the VPC when it came through there two years ago and the dealer and I just found out about the replacement when we read the key a couple of days ago.
