Well, I think we tend to be a bit biased when we give our responses because after you've lived in a place for a while, you learn all the negatives about it and start complaining. A lot of kids here think of Cali as their dream destination in terms of where they want to work and live (not me, no offense). You get used to the "goodness" of your own place and complain about the bad stuff.
NC, SC, and Georgia would get my choice for best places to live on the East Coast. Cost of Living isn't sky-high, weather is fairly temperate, and a number of cities have good growth potential.
