I understood fraud to be deceiving in order to obtain benefit or gain. What did you tell the credit card company, that you didn't stay there?

That you didn't sign the hotel register, acknowledging the rate in advance?
If you had a problem with the room, your recourse was with the hotel staff, before you stayed the night.
If they had a money-back satisfaction guarantee, you wouldn't need to cancel the credit card. If they don't, and they don't want to comp you a room, you are SOL. You agreed to pay when you signed the credit card, so removing the charges is generally under the banner of lying for benefit or gain. Try paying attention.
Of course, if it is all bluster and the charges get reapplied when the hotel produces your signed credit card slip, then I guess you didn't really have them removed, did you?
