A serial-to-IBUS (or USB-to-IBUS) adapter, plus NavCoder, is all that you need. You can permanently recode your Nav to any three language options that you want, and all future NavOS upgrades will use the new languages.

Don't monkey around with hex file editing and file swapping. NavCoder is the best way.
