There has always been, and probably always will be, some error in counting votes in a democracy. Which is why it is so important for EVERYONE to vote, to miminize the error. The greater number of voting reduces the percentage of error, just like taking a poll. If you have noticed when the news media speak of an opinion poll, there is a margin of error. The greater the sampling, the less the error. So far there is no foolproof method to count correctly every vote. It's a nice concept, but immensely too expensive to obtain 100% accuracy. It's that simple.
