Boi - a neighbor of mine in Boston has a propane fire pit on their top floor roof deck. Similar sitiation - HOA were not too happy about the possibility of a pile of burning logs on the roof but allowed the propane firepit.
It is awesome, gives out great heat, no hassle, clean etc. - convenience is definitely worth it for city living. Spend a little more money and they look great too.
.....or you could move to the boonies
