Philips designed the nav applications initially. Now owned by VDO.
Software is proprietary.
Os9000 is made by microware I think
OS editor is available in VDO development laboratory :-)

NavTweak author made it. Look at NavTweak to determine.
Tweaking a proprietary operating system is very very very very very hard.

As NavTweak requires a runtime environment, then it must be written by or for that environment.
He would have 'uncoded' the code by looking for vamiliar hex headers that identify the mpeg4 voice files and the text part in the navboot file (easy to see in a hex editor)

Not a chance unless you have documentation of how the CARIN processor works and can also decompile the OS9000 code,
