Sorry...Quiting before we meet our objective because the enemy we are fighting has made this war unpalatable to the American people is surrender. I don't care how you dress it up. Also, how do you expect to "prevent civil unrest" without troops?
If we do pull out because of the continuing violence we've just sent a message to our enemies that the US will back down from a fight if they follow the strategy of civil unrest, IED's and terrorism. Just think of all the opportunity's we had to back out of WWII when things got ugly.
