That's because the goal of government programs these days is not to actually accomplish anything, but to milk the taxpayer for as much as possible, while passing the proceeds onto the large corporations/contractors who finance the political campaigns of those who voted for these programs. If a program were actually to accomplish its intended goal, then it would be finished and would no longer need to be funded.
If you've ever known anyone who works in government, rule #1 is to always use up your budget, because if you don't, your next year's budget will be cut. So basically, spend as much money as possible, and if possible, ask for even more.
