I installed the OEM hitch myself.

The OEM hitch kit includes two different items that may be described as bumper brackets.

1) There are two struts that bolt to the unibody, which run fore/aft, and which are compressible (like shock absorbers). These struts are what the bumper hangs on.

2) There is a hanger that bolts to inside of the bumper, running right across. This reinforced bar attaches to the two struts.

In short, yes, the bumper kit includes what is probably being called a bumper bracket.
