That doesn't sound like "free market" capitalism to me. But of course the politicians need to blame the high oil prices on someone other than their buddies running the big oil corporations, so now these independent "speculators" are the scapegoat. It's kind of like how they blamed the mortgage crisis on speculators too. Nice when you can blame your problems on a faceless badguy.
