I live in Los Angeles, the entire area is one giant FAULT line. When I lived in NY, it was a hurricane zone. Miami we had water spouts, hurricanes and were 45 miles away from one of our worst enemies, CUBA.
Columbus Ohio, we had tornado's..
Now, I don't entirely disagree that building a city below sea level probably isn't the brightest thing. But lets be honest, there is no place anywhere in the world that is disaster proof.
p.s. - My friends and I all have earthquake plans... Hope we never have to use them.

Understand what I'm saying, or discussing, senseless crying after a warning is the problem I have. On a fault line, there still is an air of uncertainty on when something will happen. When people tell you in 3 months or 2 weeks a Hurricane will hit you...get out.
