Mac help needed with .doc file

I'm doing website coordination for our town's soccer league. I can usually answer the tech questions. The latest is from a Mac user (and I don't have a Mac).

She says when clicks on the following link Overview that she can't pull up the document. It is a Microsoft Word document (.doc).

I'm wondering if it is because she doesn't have Microsoft Office installed? Does Mac natively handle .doc files without Office installed?

I'm wondering if a pop-up blocker may be a problem because it opens in a new window/tab.

I've found that Microsoft has a known problem with "Microsoft Office for 2008 for Mac Service Pack 1". So maybe that's it. I'll have to get more info from the user experiencing the problem. The link above says "Microsoft is aware of an issue that prevents Office 2008 for Mac Service Pack 1 from opening an Office document correctly when you double-click the document or when you download the document from a Web site."
