The terrorism thing I dont think is the case here, but not to be laughed at. I read a book called Germ, the history of biological terrorism (or a similar title) and in the 70's I believe there was a large cult in the Pacific northwest that had a population very similar to that of the town. The small town only had one restaurant open for dinner, and it had a salad bar. To win the local election the cult tainted the salad bar with e.coli and when the competitor came to visit the cult's property a few days before the election they tainted his water as well. It nearly worked. The majority of the town besides the cult were either hospitalized or too sick to vote on the election day and the cult nearly won the election. I believe it was mayoral, but not sure.
