.. all you need is wire cutters/strippers and electrical tape.

Pull the buckle cover of from the base of the buckle harness.

Snip the black wire (it's around 12-gauge). Strip the red and black wires inside, twist them together and finish with electrical tape.

(computer will think the seat-belt is already fastened)
