The only problem with this plan would be that LOTS of people would quit their jobs! The number of instantly closed MacDonalds, taco bells, wall marts, etc. due to all of the employees quitting as soon as they got that money would be tremendous! While I do believe the bailout of AIG is a horrible idea and would only really ensure the CEO's and other high ups involved would come away with huge bank rolls, giving the same proposed money directly to the people would cause even more havoc as most people would be a financially retarded with it as the people who win the lottery and ruin their lives!
