Under Obama and the Democrats that would be true. However, taxes are designed to pave roads, pay for schools and federal and local government infrastructure. Taxation is wealth distribution under your current government, it has nothing to do with Democratics and Republicans as they are currently campaigning. I think you may be getting more into a Libertarian definition here.
Since you bring up fundamental differences, it seems to me that the difference between liberals and conservatives is that liberals want charity for the poor, and conservatives want charity for the rich. Old joke.
