"Intel" aka "Intelligence" is what we (and other countries) use as a foundation to proceed in accordance with military force...That means, that yes, if We, or Russia, or whoever, has "intel" that there are hostile forces occuppying an area, (structure, car, tunnel, doghouse, cathouse, etc) then yes, we or Russia, or whoever, will act accordance with that "intel"... its that simple. Thats how it works...
