No amount of Utopian socialist babble will change this. The day terrorists are not inter-mingled with "regular" citizens...we can discuss. Sort of like the British during the US Revolutionary war saying "gee since we can't distinguish militia from citizens..lets kill no one"

I guess your solution would be go after no one because we just can't be 100% sure (similarly inline with your thoughts on the death penalty) that would be FAILURE and another reason I'm glad you have nothing to do with DoD
