It will depend on your power settings. Are you sure your desktop is going to sleep or just putting the monitor to sleep - I have my desktop set up just for the monitor to go to sleep, but not the main system box - this is the most common desktop setting and, I believe, the windows default. Whereas laptops normally go properly into sleep mode to preserve battery power. It is easily configurable using the power management functions in Control Panel.

Start -> Control Panel -> power options

then look at the system standby settings if it says Never then it is only the screen that is going to sleep and not the actual system.

Personally I would never set a laptop to that as it would drain the battery leaving it in that setting.

For the screen closure on the laptop you need to go to the advance settings and set the setting appropriately for when you close the lid. Again setting it to Do Nothing will drain your laptop battery.
