We've had a provincial Scrap-It program for years. It seems to work well to get older, higher-polluting cars, off the roads. Junkers and cars that are parked don't qualify. Rebates depend on the difference in emissions between the old vehicle and the new method of transportation (car, public transit, bicycle, etc).
I don't think it makes sense to run a scrap car program to promote new car sales, but to cut exhaust emissions it is cheaper overall than tax credits on hybrids or diesels.
