You have to be carefull with asc2idxurl_mk4.exe, or any program that creates URL files. If you have a Windows explorer windo open showing the folder in which you are creating the files, Windows will try and index them, which locks them for writing - so they get truncated!

Try creating the files with all explorer windows closed, run asc2idxurl_mk4.exe from a command prompt.
