Why should the government bend over backwards for every single inhabitant? The US gov't has a terrible habit of trying to cover for everybody. Actually, American society is like that in many ways.........no "personal responsibility".

What I would have done if this affected me: Say back in September I hear about the switch to DTV. "Oh, I should probably start looking for one of those converter boxes or a newer TV unit. I don't want to wait until the last minute until those vouchers run out. This way I'll be prepared in Feburary 2009 for the switch."

One does not need to graduate with a degree from a 4-year University to know that.
