Are you sure about the two rows thing. I've never heard of that. Are the part numbers actually different for the two lights?

In International vehicles, normal braking will get a single brake light, and ABS will activate two "rows" of brake lights. The rear foglights function only as such.
In NA vehicles, normal braking activates two rows of brake lights, and ABS activates the rear foglights.
