your conclusion is nuts. without investigating the whole story you can't come to any conclusion like that. it could criminal evident plagued vehicle, could be other reasons too. why would you think the owner did this? any particular reasons? not being able to make payments? that's a stupid reason for dumping the vehicle don't you think?
