Human Rights has always taken a back seat to economic issues as far as the foreign policy of past administrations go. They only speak out about Human Rights issues when the country they are discussing is one that is socialist or communist (i.e. a market that American corporations cannot exploit). When it is a capitalist country that American corporations can exploit, they are rather silent when it comes to speaking out about Human Rights issues. Saudi Arabia is the biggest example of this.
