i would say re-bed the pads. once they are correctly bedded in, they hook up immediately.

do you have a greyish film over your rotors? if you don't you haven't bedded the pads in yet. and it doesn't matter if you use old rotors to new pads... in fact, its easier to bed in pads to rotors when one of them is older with the grooves...
