The DME retains the ISN information from the EWS/CAS module for 10 seconds after the ignition is switched off. Restarting or switching the ignition on within the 10 seconds cancels the key identification process.

you are mis-under standing me. the key code is ignored when re-starting the engine. lets say you have a 1997 528i. you have 2 keys. the customer states that one key does not start the car. You start the car with the good key. you turn off the car, and then put the second key in with in 10 seconds, it start the car also. so you think the customer is crazy. But if you wait 10 seconds and then try to start the engine, it will not start. This is a safety precaution to allow you to restart the vehicle if the key transmitter were bad.

now with the key holder on the newer cars, lets say the key holders hall sensors failed, and cannot detect the position of the key to extend the claws so you push in the key, it falls out, and you hit the start stop button, and the car starts anyway, get what i mean?
