The outside temperature you see is done via sensor in the front end of the vehicle. Usually in the air duct leading to the brakes on most BMWs. I'm actually not sure where it is on our X5s but some simple research could reveal that easily. I don't think your cabin filter replacement has anything to do with the sensor acting up. How much is it off by? And what are you using as a constant to determine that it is off?
