I believe the reason the battery tender came in 2 different BMW versions is just as you describe, for cars that have always-on cigarette lighter sockets and those that do not.
The 'new' BMW system (by CTEK) as noted in the picture states that it needs to be connected to the trunk outlets which apparently are always on, and not the cabin outlets which do turn off.
