And by the way, you will not feel the difference, which makes me even wonder if they actually reduced the HP. Mine was also set back from 235 to 211 (bought mine in germany and belgium has this silly tax rules aswell) and never felt any difference at all. They claim the torque is not changed, maybe this is the reason.
