If you have 2003 and below X5 (pre-facelift), yes. Because its a little different than facelift models. Avoiding scratches is easily avoide by being careful.
I THINK on facelift models you can remove the headlights w/o removing the bumper IF you don't have the headlight washers. Do all facelift models have headlight washers? Otherwise, no.
