The fairness they are trying to reach doesn't actually achieve it's goals. There is no differentiation for costs associated with choices made - In a national system there needs to be fairness but one that is fair to all parties. Subsidizing for the elderly is clearly important - we must be a society that takes care of it's older population. It isn't fair that a smoker pay the same rates as a non smoker. Not if it's subsidized with taxpayer dollars.
