As I understand it, the "safely stop in time" rule allows a cop to exercise discretion in deciding to pull you over or not.
When it comes to red light cameras I had the impression the law is absolute, you get caught in it, you pay - it does not matter is it catches you going through or if you end up stopping in the intersection.
Here in Toronto at least, you don't get demerit points (mainly because they cannot say for certain who the driver is). Its really is just a CASH-GRAB.
