How about we start by limiting the number of pages for each bill to 100 pages and require each Representative demonstrate that they know some basic information about the bill before they can vote.

And, having banged the table here, many times, about what "bills" have
become. Hellsbells, a bill could/should be a paragraph or two as a
synopsis, and unless it is a bill changing the world, it should probably
be about 10 pages or less, if they kept the bill to the fookin topic.
These bums, in both houses, run home every weekend to pump up more
dough for the next run, and individually, they all avoid any real criticism,
imo. Which is too bad. I would not hire any of them to pull weeds with me.
Enjoy "today", in the US, because every day it gets a little less "great", imo.

PS: the gang of elected morons could not put out a 10 page bill on Daylight
Savings Time, let alone a "climate bill". Waiting for the Health Care "Reform"
bill from the House; that should be 2000+ pages and a registered
fookin nightmare, that solves/fixes/helps no one and nothing.
