I'd check the final stage resistor first as it is what sends power to the blower, and they are prone to internal failure that can send constant power to the blower.
If it is the FSR, it would be physically obvious on the old one if it is failed. And odds are once that is replaced the blower will resume normal operation. (with a new fuse)
