I don't necessarily think that is true. What I think is that he was looking to those individuals who nurtured him and had maternal instincts.... i.e., Katherine and Diana. I think he left them with his mother because she is sensible and knows to keep Joe away from the kids and that Katherine would have the support of her other children.
Remember, Katherine comes from the same abusive family as the kids.
