Yes, it does. They just fired a guy from my dealer for shotty work. It is on a low/no tolerance basis in the shop here. My personal phone isn't on the approved list as it is a hybrid sprint/nextel, but it works perfectly every time for testing. It seems half the time with bluetooth problems you simply need to delete the paired phone list from the vehicle and delete the car from the phone them just reset the connection. Sure sometimes there are TCU issues that can be fixed with programming, other times it needs replacement. But not all the time.
And one of the main problems I see in shops nowadays is the overflow of people going to UTI tech schools and STEP programs that are guaranteed a job position when they graduate. Almost any idiot that shouldn't be a tech can graduate the school then be given a job at a dealer like BMW, but they can't diagnose shit and can barely change parts. (those don't last long though) Meanwhile, they are also hired at a set pay grade regardless of the skill level. So, yes... corrupt politics happens everywhere.
