Could it just be a notch on a piece of plastic cowling catching somthing on the steering shaft assembly?
I've heard of this problem in other cars and it usually turnes out to be a bit of plastic thats been improperly made or has moved position and is rubbing on a part of the steering system.
I'd inspect the steering system for that possible cause first.
