A sledge hammer works fine or this

but if your'e real handy perhaps dremel off the clear lens and glue/seal them back after you're done
other than that.... I don't know of a chemical that would (without melting the lens) soften that glue. If some one here has a damaged headlight from an accident and would get a samlple from the glue to take it to a chemistry lab to figure out what it is made of, then it would give us the answer and that person would forever be glorified with his/her framed portrait with a blue ribbon hanging on my garage wall.
