The noise is set off by the interaction of the rotor and the pad, it is essentially a vibation. If the rotor wasn't replaced the friction surface may be glazed (polished). If so, new rotors would help. It is theoretically possible to turn them on a lathe or deglaze them with a stone, but I never bothered, it was easier in a home shop to just replace them. The high temperature grease on the ears of the pads is required, and stops the pad from vibrating. In some cases you can quiet them down by applying a liquid or spray to the back of the pads (where they touch the piston and the caliper), and that liquid sets up into a film that acts as an insulator. The trouble is that it squeezes out over time, and the noise tends to come back.
All this assumes that the anti-squeal clips are installed properly, as they also help stop the pad from vibating and thus squealing.
