Without wanting to exclude laser reading issues, this sounds very much like a case of corrupt flash memory. It also sounds like you are unable to recover this navi from the CD OS route.

Perhaps send it to Conti (VDO) in Germany for reflash.

I also do this work in Australia but the transport cost for you will be very high.

Did the ebay seller give a guarantee or can you claim it back through Paypal?
