I suspect that "news" snippet lost something in translation...not a Doc and didn't fiddle with the arith,
but the "weight reduction" from ~300+ people taking a squirt or a dump, can hardly be more than a few
over packed bags; those bags are gladly accepted by any airline, for a considerable charge.
The airline(s) may be scrimping on toilet flush water, along with closer/tighter fuel loads, etc., but I would
bet the empty bladders are not gonna save much weight.
Otoh, not being Nihongi, but having worked in Japan for about 2 yrs, over 10 yrs time, the local populace is
often willing to follow the "rules", imo.
Pretty funny stuff...ain't the airlines a fun time these days?!
