The airline(s) may be scrimping on toilet flush water, along with closer/tighter fuel loads, etc., but I would
bet the empty bladders are not gonna save much weight.
Otoh, not being Nihongi, but having worked in Japan for about 2 yrs, over 10 yrs time, the local populace is
often willing to follow the "rules", imo.
