FWIW the issue is the very sharp cut off at the top of xenons. Your lights only have to be adjusted very slightly to high to be annoying to oncoming drivers. It is important that the cut off be level (or slightly lower) as you back away from the wall. Otherwise the further the oncoming car is from you the brighter your lights are to them.
Since your car was lowered there is a good chance that the previous owner adjusted the lights just a little too high.
