The bulbs are junk. Find a high quality replacement.
Think of it this way, the Xenon bulbs and turn signals were only $30 more with the price of the headlights. What do you think you are going to get for $30? The Xenon bulbs are usually $60 to $70 a piece. Don't skimp, get a good quality bulb. Get a Philips or similar quality part.
