In most European countries, (definitely all who are part of the European Union) it is by law mandatory for the auto maker to supply safety gear such as the Triangle and First Aid Kits. Often they even require to have small fire extinguishers installed although most of the time an extinguisher is not mandated by the goverments but by insurance companies.

As Dr. T mentions, here in North America we are still just a bit behind when it comes to safety.
