That is how Bi-Xenon is supposed to work. The shutter in the xenon lamp (HID) open up for high beam operation. The inner lights just act as daytime running lights and "flash-to-pass" as the HID can't react fast enough for that "flash" function.
Why do you prefer the lower halogen light output as your high beam (inner lights) rather than the brighter and whiter HID Bi-Xenon?
